Seizing on this possibility, Oleg Ustenko, an economic adviser to Ukrainian President Volodymyr Zelenskyy, and MIT economist Simon Johnson have advocated that the United States and its partners confiscate Russia’s frozen assets and redistribute them immediately to needy Ukrainians.
